Pierre Police Captain Dusty Pelle says officers were called to the 1100 block of Clarice Drive on February 18th around 11:30 pm for a reported medical issue with a female subject. The investigation determined the female had been sexually assaulted. A suspect was identified by police as 28 year-old Reese Clown of Pierre. Evidence collected during the investigation was forensically tested. The results of that testing led to the arrest of Clown on Friday, April 19th. Clown was transported to the Hughes County Jail on a charge of Third Degree Rape. Third Degree Rape is defined in South Dakota law as rape if the victim is incapable because of physical or mental incapacity, of giving consent to a sexual act and the perpetrator knows or reasonably should know of the victim incapacity.
