Senate Bill 201 had an emergency clause that needed a two-thirds majority to pass. The first vote was 23-11 which while failing the two-thirds threshold allowed for immediate reconsideration to remove the emergency clause. The follow-up vote was also 23-11 allowing the bill to pass without the emergency clause attached.
