PIERRE, (KCCR) — A 30 year-old Pierre woman is arrested Tuesday on child abuse charges. Pierre Police Captain Dusty Pelle says officers were dispatched to the 700 block of East Wells Avenue to a report of possible child abuse around 11 am. An investigation to the report revealed a juvenile female victim who had visible injuries from two separate assault that took place the day before on Monday September 4th. Officers arrested Kelsey Howe of Pierre on charges of Simple Assault Domestic Violence and Abuse or Cruelty to a Minor Over 7 Years of Age. Pelle did not disclose what the relationship between Howe and the victim or the victim’s specific age. Howe was transported to the Hughes County Jail on the charges. A bond hearing is tentatively scheduled for Thursday afternoon.
