Summit Carbon Solutions wants to pipe liquid carbon dioxide from ethanol plants in Iowa, Minnesota and South Dakota to underground storage in central North Dakota. A spur of the pipeline could extend through Hand, Hyde and Sully Counties to the Ringneck Ethanol Plant in Onida.
