PIERRE — A long time fixture in the administrations of numerous South Dakota governors has passed away. Jim Soyer died in Sioux Falls Friday. Soyer was Chief of Staff to former Governor Bill Jankow and played a role as a staffer to former Governors George S. Mickleson, Walter Dale Miller, Mike Rounds and Dennis Daugaard.
