PIERRE, (KCCR) — In less than a week a moratorium on cell-cultured protein will take effect in South Dakota. The moratorium will be in effect for the next five years thanks to Senate Bill 124 that passed the South Dakota Legislature last winter. A compromise brokered by Governor Larry Rhoden set up the moratorium. The five-year moratorium was intended to provide a window to permit further study within existing frameworks and allow law suits in other states to be concluded. Another compromise respects constitutional limits and reduces the risk of unnecessary lawsuits and the third part preserves South Dakota long-standing commitment to the state’s values. South Dakota Cattleman’s Association President Craig Bieber says cell-cultured products will never be real meat and that the compromise helps South Dakota maintain a fair marketplace and avoids retaliatory actions from outside South Dakota. Rhoden signed a bill in 2025 making it illegal to falsely label cell-cultured protein as meat.
