PIERRE, (KCCR) — A union representing some City of Pierre employees is being denied an opportunity to hold public conversations with the Pierre City Commission as the sides work toward a collective bargaining agreement. American Federation of State, Municipal and County Employees Labor Representative Darby Boyd says her group is at an impasse with the city and could file for mediation or Unfair Labor Practice. Boyd says AFSMCE wants an opportunity to discuss with quote ”appropriate decision-makers to avoid eligible employees having to wait longer for a contract”. The negotiations process, according to Boyd, started seven months ago with an intent to negotiate in May of last year and proposals sent in June. In an email exchange with Pierre city officials requesting to be placed on the agenda for the Tuesday night meeting; Boyd was told since she was not presenting a quote “actionable item” could not be on the agenda, but could address the Commission during public comment. Boyd wants the Commission to take action so that a conversation with Commissioners can take place. Boyd says the employees she represents have not received pay increases like other city workers and the Commission did and will not receive retroactive pay once an agreement is reached.
