PIERRE, (KCCR) — Pierre police arrested a Tennessee man over the weekend on an animal abuse charge. Pierre Police Captain Kyle Cummings says officers were dispacted to the Northridge Plaza parking lot just after six-am on Saturday morning for a welfare check on two dogs locked in a vehicle. Responding officers noted the temperature at the time was approximately two below zero. Police identified the dog’s owner as 54 year old Derek Englund of Mount Juliet, Tennessee. Cummings says Englund refused to surrender the dogs or return and care for the dogs. That’s when officers arrested Englund on a charge of Neglect or Abandonment of an Animal. Cummings didn’t say where Englund was while the dogs were in the vehicle. Englund was transported to the Hughes County Jail while the dogs were impounded.
