Union negotiations are conducted under executive sessions that are closed to the public so details of what prompted Boyd’s comments are unknown. Since the comments came during the public comment session and was not listed on the published agenda, the Commission couldn’t address Boyd’s concerns directly. A dozen or so city employees sat behind Boyd during her comments.
