FOR PIERRE, (KCCR) — A Fort Pierre man is sentenced Monday to five years in prison for having sex with a teenage girl for money. Stanley County State’s Attorney Thomas P. Maher says 66 year-old Frank Loring Miller, Junior pleaded guilty to Sexual Exploration of a Minor. The incident took place in June of 2022. According to court documents on file in Stanley County Miller bought alcohol and paid a 16 year-old female two-hundred dollars to have unprotected sex with the teen. Miller attempted a second, similar encounter with a 13 year-old female, but a third party prevented it. In a plea deal, a number of charges were dismissed including Promoting Prostitution, Hiring For Sexual Activity and Providing Alcohol to a Person Under 18 Years-Old. Miller was on probation at the time of the incident for a felony drug charge. He also admitted to being a Habitual Offender which amplified the sentencing from a Class Six Felony to a Class Five Felony. One year of the five was suspended by Sixth Circuit Judge Bridge Mayer. Miller will become eligible for parole after serving 40-percent of his sentence. He will also be placed on the sex-offender registry.
