Blevins Resigns As Hughes/Stanley County Emergency Manager

PIERRE, (KCCR) — For the third time in two years, Hughes County is looking for a Director of Emergency Management. County Finance Officer Thomas Oliva asked the Hughes County Commission to accept the resignation of Troy Blevins Tuesday night…

Blevins was hired in early December 2023 and will have served as E-M for nine months before leaving. Blevins came to Hughes County from Pennington County with a background in emergency management work in Kansas. He replaced Cathy Strudel who served for 13 months before resigning. Strudel assumed the E-M job from long-time Emergency Manager Rob Fines who retired in July of 2022 after serving in that role for over two decades. Hughes County shares emergency management with Stanley County.
